Let's take a look at how these two match up.
X:
Physically superior in almsot every way, much stronger weapons and armor. His combat routines are few and far between since his main function was to duplicate himanity in almost anyway possible, not to fight. Total battle exerience is a fight where he got lucky and ran away, and one fight with a rabbit. And lastly, X doesn't even want to fight.

Cut Man:
Has been in at least four games, possibly more. Was upgraded with battle routines when taken by Wily. For him this is a life and death, all or nothing situation.
