Some more characters.
Clowny- Jenny Sterling was a girl who donned a clown suit to fight crime after fighting against would be thugs when she was walking home after a clowning job for some sick children.
Abilities- Acrobatic, uses gag like gadgets.

Plastic Detective
Greg Browne was once a gumshoe from Annual City who after discovering a corrupt business takeover was thrown into a vat of chemicals, however the chemicals turned his body elastic, and now he returned as the Plastic Detective
Abilities- Able to stretch, his investigative skills
Note- Plastic Detective is more of a Golden Age sort of hero, so if he's around in the HA lore he'd prolly have retired.
