Whenever I need a big group of people they're always the monochrome folk. There are all sorts of artistic reasons for doing this, not the least of which is, they're easy to draw. On the other hand, they're also an interesting metaphor on how large crowds of people tend to blend into faceless entities. Also, notice how the plan is almost, word for word, what Zoe said it would be?
