If you have a Pokemon with great physical attack and a Pokemon with great special attack, I don't think it's fair to say that one is weaker or better than the other. Then again, what of the moves? What of the other stats? Maybe Shadow's attacks come with recoil damage and Sandy's nature is Impish (increased defense, decreased special attack).
