Someone once said that even in the most patriarchal cultures, males may rule the world but women rule men.

The male population never quite recovered from the genetic tinkering thousands of years ago. So outside of Grey Guys and Gals, males are 30-45% of the population. Some places they run as low as 5%. Only among the genetically raw human population of Earth does the ratio remain roughly equal. But then, Earth humans are barbaric, unenlightened and lead nasty, brutal and short lives.

There are very subtle differences in the make-up of the sexes that Earth types don't know about yet. So with all that, the control processes were all targeted on biological females.

The Varian hermaphrodite was the result of genetic manipulation to overcome the male-female ratio. Like many hermaphrodites in nature they are basically female with some adaptations to allow for the production of sperm and sexual congress to exchange genetic information. They also have big eyes and tiny noses lending them a resemblance to manga/anime characters.
