Yes, he was the same guy from chapter 1, and the second guy who his name is called, his full name is 'Syarifuddin', but yeah, that's too long so I give him a nickname.
About the stuff above them, yes. There will be 2 new persona game!! Woo-hoo! But, I can't play it. The P4G is a remastered version of Persona 4, and P4U is a fighting game, both will relased in Spring 2012
