The Oakland coming to provide support was a fairly late addition to the story and the role changed back and forth a fair bit in rewrites. The idea came from the the new animated series Lower decks.

Any fans of 90s trek should check that out, despite the comedy aspects it's the closest of the new trek shows to legacy trek.

Anyway, the inspiration came from the first episode as the U.S.S. Cerritos is on a second contact mission and doing the follow on work . It was obvious that where this story ends there would be some kind of follow up mission from Starfleet when the Albion goes off doing more exploration.
