The implication here, in case my innuendo fails me, is not that Bimbo smokes… but that she really, really enjoyed that transformation. Perhaps a bit too much.

In the Apple Valley universe, humans all have the capability of doing magic - however, in order to stop us from doing it (and to lessen the likelihood that we'll either accidentally or purposefully destroy the world, all humans have had their magic "bound", preventing them from normally being able to access it.

Our capacity for magic is locked away in the psyche, further complicating the already-seriously-screwed-up human brain… and causing it to manifest (when it does occasionally anyway) as all sorts of neurological disorders first and foremost.

In order for a human to access this sealed power, they must have a sense of self-understanding and self-awareness (to put themselves in touch with those inner processes)… and some already-magical artifact that unlocks the power. In Bimbo's case, it was the sword, which was magically charged to boost the speed and strength of the user (otherwise, nobody would ever be able to use such a giant sword) which opened the door for further abilities.

That's also why the blue (technological magic) of the sword was replaced by the red (human transformative magic) when Bimbo's own latent powers kicked in.
