Yes, it is intentional that what Rosco and Specs are talking about is vague here. What Rosco is so upset about will be shown soon enough.

As you can see, Rosco's constant swearing wears thin on his friends. Not every character in this comic swears as much as Rosco, Specs has a more refined, cynical way of talking and rarely swears for example. We'll get to meet some new characters in a few pages who barely curse at all. Not everything is so straight forward in Ax Crazy. There is a reason why Rosco swears as often as he does.
