Hurricane Katrina, a category 3 storm, struck on August 5, 2005. It cost over a $100 Billion and took years, if not decades, for the city of New Orleans to try and recover.
July 12, 2018 Hurricane Anthony decimated New Orleans. Anthony was a category 5 storm that was downgraded to category 4 shortly after making landfall. The government at the time was in no position to do much to aid the city. President Trump had all but bankrupt the country. Military was stretched thin with wars in the middle east and the mid west of our own country. There was little recovery after this storm, though the city did try to rebound.
A new President was in office after the twin impeachments of both the President and Vice President not long after Hurricane Anthony, but the problems the country still faced were dire when Hurricane Josephine hit the city on August 2, 2021. Josephine was a category 5 and remained so as it ravaged New Orleans. The worse case scenario occurred, the Hurricane entered Lake Pontchartrain and the winds in effect emptied a good portion of the lake in the city.
New Orleans was effectively given up as a lost cause by the United States government at this point. A Chinese company in partnership with a company from the Netherlands made an offer to purchase the city. The U.S. decided the sale was in the best interests of everyone and moved ahead with it. They maintained a 100 year lease on the ports though.
