Mr. Jay is a Tommy Lee Jones figure. So it's his character from Men in Black. Originally there was a reference to Aircel comics who started the comic Men in Black around the time the comic is set. Good old 1990.

SHADO is Secret Headquarters Alien Defense Organization and was featured in the classic science fiction TV show UFO. Admittedly its name is where I got OAD.
