Most UFO myth is about the Air Force and the Army dealing with the Aliens, the Navy usually obvious by omission.

So – the USAF and Army maybe shut out the Navy and along with CIA and NSA and DARPA (Defense Advanced Research Project Agency) been researching alien technology.

Good old Bob has given them a few breakthroughs the Grays hadn't. So it's all clear right? This is the information dump that explains everything that comes little more than halfway through a movie setting up what the heroes have to do to win.
