Yup, Valavor can manipulate fire!
In the world of Toshubi, mages & magic are rare. Most mages are either feared, in the employ of some one, or both. This lack of magic will come into play later in the story when characters from other comics start making cameo appearances in the comic while in Toshubi's world.
Normaly Valavor can create mass amounts of fire which would most likely spell doom for Toshubi, but here in Toshubi's world the fire ball you just saw is about all he can muster.
