This page too me a little while longer than normal.  Must be all the black in panel 4.  For those of you who don't remember who the Weaponeer is - she is 15 yr old Aki Yasaka.  Just like Joseph King she became an avatar of the House of Knowledge (4 of them in total) - you can see them HERE + their first appearance was HERE.
I'll let you guys in on a little secret - Aki is just a little bit psychotic - not the best person to have access to all the scientific knowledge of the Vidulars.
Luckily for the world, as stated, even by being an Avatar, you do not necessarily comprehend all the knowledge bestowed upon you - which will turn out to be Weaponeer's biggest obstacle - that, and her masses of split personalities ;)
Another thing to note, is that Microbite is obviously an artificial being - we can assume the rest of the Hooligans does not know this - based on them being referred to as 'Cannon Fodder' in the last panel.  One would say that they are not privy to Weaponeer's actual plan.
