This guy, Ripkil, is another one of the characters I created way back in highschool. Back then I thought his outfit was wicked cool - I don't know when I realized that anyone who dresses like that is probably the kind of douchebag who says things like "I'll carve that into your tombstone", but… well, I did, and he is.
Also, this is of no consequence to anyone but me, but back when issue 1 first went online, Greg Aubry from Low Key Comics pointed out that it was a bit weird for the comic to be called "Bulletproof" if nobody in it actually seemed to be bulletproof, and looky here, four issues later, we finally have bullets bouncing off of Blitz's chest.
And since I'm blathering anyway, Blitz explained back on page 13 of issue 2 that one of the things he would teach Shockwire was to release an electric charge in time with a punch like she's doing in panel 2 here. Ta-da!
Recap: Shockwire and Blitz are intercepting a drug deal. Two of the four gangsters went down on page six, the rest on this one. Ripkil was in the car and is just making his entrance.
