In case you can't tell, I spent a fair amount of time trying to figure out how to draw Shyft's hair in between this and her last appearance at the end of issue 4, and I feel like I've finally found something that looks the way I always wanted it to and that I can reproduce reasonably well.

Recap: Quinn and Shyft are discussing a hostage situation at a hospital. They're mostly talking about how it relates to events in issues 3 and 4; the Hellhounds stole a substantial amount of a substance from a laboratory run by JCORP, the same company that operates Omega Squad, to mass-produce a drug called "Seed" or "Demon Semen". They've also been killing local drug lords to take over their territory. Obviously Omega Squad needs to put a stop to this, but since they don't know where the Hellhounds operate from, they haven't had much success. The prisoner Quinn mentions in panel 2 is Ripkil; Blitz and Shockwire caught him last issue.
