Garbage bags make sense to me. I mean, the janitors aren't necessarily there right away and you can't just shut down a ride while you're waiting. So why not just move the bigger bits out of the way?

As indicated by page 1, the little midway games can be shut down until they've been given a decent cleaning. Why? There usually aren't lines for the games. I mean, if you stopped every ride to clean them properly most of the rides would be shut down at all times. Then people would get bored and leave in a decidedly unmutilated state. And that's just unacceptable.
