The 4th Doctor's holding a bag of Jelly Babies in panels 1 & 2.

That's an intentionally badly-made TARDIS control deck-ish thing.

The background in the fourth panel is "bliss", a common Windows desktop background. This is a pun on a line the fifth doctor said in the 2007 Doctor Who Children in Need special "Time Crash", mentioning that the "desktop theme" has been changed, referring to the design of the TARDIS' interior. This, of course, is also a pun on the desktop backgrounds of computers. That is what makes this recursive.

Also, the title is a parody of the catchphrase of Phil Ken Sebben, a character from the animated series "Harvey Birdman: Attorney At Law".
