Those who serve in the TSA military are exempt from the blood tax, which is otherwise mandatory for all human citizens. Standing Order 47 decrees that superiors are prohibited from ordering or otherwise asking their subordinates to donate blood, except under extreme wartime circumstances, to prevent abuses of power.
