The blood tax is fixed at 200 ml per capita per month, which is a pretty safe amount to donate, all things considered. It can be paid in cash, 200 ml of blood being equal to 200 droplets in TSA currency. Some people augment their income by donating extra blood at the same exchange rate, although that is not without its health risks.
You'd think about 22 thousand people donating 200 ml each every month would produce a lot of blood - about 4,4 kiloliters, in fact - but it's never a clean count with these things: some people dodge taxes, some pay in cash, and minors are exempt from the blood tax almost everywhere.
Still, that would be enough blood to provide for the recommended daily intake of thousands of vampires. Or, more likely, a couple weeks' rations for hundreds. Unfortunately for our… ahem… heroes, the Armada's general staff that travels with the Supreme Arbiter numbers in the hundreds, and most of them are vampires. So, no luck here.
