MM is thinking that if Ataxim could just absorb power without restraint, then he could just absorb Smiley's power—or absorb enough of his enemies' powers to be a match for Smiley.

So, Smiley must have SOMETHING regulating the power drain…

Now, if you're facing someone who can drain immense power, how do you get past them…?

By sending the most powerless ones of all, perhaps?
