Also, there is alot of racial disposition toward these tribes over in the other district, since they are seen as the 3rd class (they're not even second class, hell, they're not even citizens, they don't even get paid to do what they do. All this free labor, without a doubt, is probably sky rocketing the economy o_O.)

Who said they didn't have it that bad xD? Sure, they get television, free, cramped/run down housing, free food (And god knows what they put in the food xD). But then they get worked like dogs for crazy hours (without pay), abusive managers, horrible living/working conditions, discrimination, very crappy health care which you will see soon, and some even more horrible things that will be revealed even sooner. The cons completely outweigh the pros of living in this crap society as the 3rd class x.x.
