This must be frustrating for Rachel. She went from being the decision maker to being #2. (Dragon city mayors have more power than American human mayors.)
And it probably doesn't help that Emily is that #1. Then again, Beatrix's existence kind of smooths things over for Rachel. (Emily still doesn't know, I don't think…unless there was a comic where they told her. I don't think they did. I need to make a note of who all knows at this point.)
