Most humans and dragons have an aversion to killing anything smart…with the exception of pigs (and mice…which are the most intelligent creatures on Earth). This is why we have dolphin safe tuna. No one wants to kill an intelligent dolphin much less eat it.
But of course, Sam's curiosity of the taste of humans got the better of him…and then he started craving them.
