Sixteen is legal in dragon years. Developmentally, dragons are ahead of human children by two years. Thus they start kindergarten at the age of 3 and they graduate at the age of 16 and therefore are considered legal adults at the age of 16.
This would be why dragons say their first words not too long after they hatch.
Oh yeah, and Matt's wearing contacts. (Though I imagine putting contacts in with clawed hands can be hard.) And they snagged some clothes from wardrobe.
