Regina/Fluff/Fury - whatever her/their various strengths, planning ahead is not in any of her/their overlapping repertoires. But she can follow a plan - if there's a good enough reason.

And the best reason is bigger, harder to find game, game she has not been able to find on her own.

That's what BP is setting up. The Corrupter that was the last light behind the eyes of the DA is important - but as bait, the really dangerous game might appear.
