Oh! While it's not clever, it's something relevant to the story that also avoids spoilers, since I don't think it's going to come up any time soon: Orcish government consists of a three-part council of elders, called the Guiding Council, made up of representatives of the three parts of orcish (actually ogrish, since it's a direct lift of their system) society: a shaman, a warrior, and a farmer. These individuals are typically elected for lifetime appointment, though one is free to abdicate if one believes one isn't the right person for the job, so long as he or she names a successor.
In the past, the orcish population was small enough to fall under ogrish jurisdiction, but as time wore on, the orcs felt as if they needed to establish their own identity. Thus they split off and formed their own "suburb" of Skrulschunge (less charitable folks might call it a ghetto) called Orkeschunge. Their population is still very small, but slowly they've grown into their own little village.
