It becomes clearer later on, but this cloaked guy is not the same one Rien ran into earlier. These are, however, the two poor guys that got attacked earlier.
Someone asked me if these are some of Rien's friends, and if that was why he is so upset. I figured it would add some background to this scene to answer that.
Rien would not consider these two guys "friends" in the sense that they are buddies who hang out together. As illustrated earlier by the fact he wasn't aware that Leon's mom had died, Rien doesn't really keep up with events (or people) in town. These are people he recognizes, he may even be familiar with their names, but the main reason he is sickened here is not personal attachment. It's the violence itself that makes him ill. Although he was trained for combat by his uncle, Rien really has no experience with violence and carnage.
Of course, Rien quickly becomes accustomed to violence as this story progresses.
