Here's page 5 of Fusion #4. As you can see, even though Fusion knocked the wind out of Thermo, this whole chase was to maneuver her into exactly this position, so Thermo didn't necessarily go down easily–he went down according to plan (except for the fact that Fusion's there instead of Captain Stupendous). The necessity of luring superfolk away from Timm Street will be explained shortly, but it should be fairly obvious.

And, as you can see–and as people have noted–Thermo's not the one with the gun–he has an accomplice (actually, I guess Thermo's the accomplice, since he's not the one doing the shooting).
