Here's page 6 of Fusion #6, and Lord explains Major Power's "accidental" birth. Although he cites his Pro-Life beliefs, he doesn't mention a little amendment in an appropriations bill from nearly two decades ago that gave legal protection to any life his experimentation might cause (which he mentioned back in Issue #4). Of course, the similar timing of the passage of such a "speculative" amendment and Major Power's birth are purely coincidental.
