Here's page 3 of Fusion #9, and Brooder is as forthcoming with direct answers as usual, although X-Pletive seems to be able to read between the lines easily enough.

For those who don't remember, there are several "classes" of SAS members. Gold members are full-fledged SAS members (such as Brooder, Captain Stupendous, Riveter, and X-Pletive). Green members are heroes currently under review but not yet accepted (such as Fusion). Black members are off-the-books members whom SAS will officially deny are members (such as She-Cat).
