Saigon is also part of the Next Level, and has her own abilities, which may be judged by the code name Attractive.  We'll show them off later.  To a certain extent, the Next Level will be like the early Legion–characters with a lot of diverse powers.  Saigon/Attractive, though, is going to be important in Flickerflae's life.
 Dr. Eyre is also a member of the Next Level, and we'll meet her later, and learn her abilities and her code-name.
 The Next Level is, for now at least, semi-secret, although many of the higher echelons in government know about it.
