Do you get the feeling that Vigilant is very, very, glad to see Arthur? That he's been looking for him for awhile?
"Laser", of course is an exageration. But if you can amplify visible light a hundred fold, and shift most of it to the x-ray part of spectrum (with a tiny bit of violet light to mark its passing) it comes close enough. X-rays don't usually cause heat, but any strong burst of radiation will speed up molecules—and motion always causes, indeed is– heat.
I always wondered about Superman melting guns with heat vision. Wouldn't that cause the bullets to explode, shrapnel to seriously damage or kill the criminals? However, Superman has to care. Vigilant could care less, especially someone who threatens him with a gun.
We may see more about Vigilant's early years (or we may not) but I thought a return to the present day, and a little demonstration of power, was in order.
