Teddie's line in the first panel is of course reference to the fact that in the original comic we had social links this day, so it's kinda impossible to have this event within the original comic run of P4TW. The reason why the MC is playing his 3DS though is because this event is August 23rd, 2011, which is of course the day Devil Survivor: Overclocked came out in the states.
And of course if you watch that scene, Yosuke IS the one pushing Rise around in an inner tube. The MC is apparently teaching Yukiko how to swim?
