A reference to the changeling myth.

The text behind the two Holders is "Post tenebras lux," After the darkness, light.

The Holders are kind of the love child of Men in Black and Babylon 5's Psi Corps. Though their original mission was to drive away all non-humans, over the centuries, they have experienced some degree of "mission drift." Nowadays they tend to do more trade negotiations and regulation, collecting fees from non-humans who wish to do business on Earth Plane.
