Methinks Regan is lying, just a tad, about calling Kadin. Kadin, btw, is another one of her brothers, and Commander of Brethren Security (i.e., another relative in high places). Lex is really enjoying herself tormenting Regan.

The Holders figure that out-of-control Lesser vampires are a vampire problem and think the Brethren should deal with them. So even an outbreak of Lesser vampires isn't likely to merit the interest of the Holders.
