The older siblings make a reappearance.

It would take too long for all the dragons in the world to gather in one place, so these meetings were held all over the world between clans within convenient flying distance, and then messages would be sent to neighboring meeting via drakes. It lets them know what they're up to, specifically that they're not presenting any threats.

re Toughy : there aren't many dragons around, so most of them are at least distantly related. Not to the point of being inbred, but chances are that maybe a third of those present are 4th cousins or closer to any given dragon.
