Welcome back to the comic!
Quick recap:
The news reported that Blackbird, a rogue superheroine, had gone to the Dark Side and begun murdering people! - (3.003 - Respect)
We meet Blackbird (4.007 - Blackbird), and witness her attack mobster Lucas Angelino and learn that she is working, under duress, apparently, for Lucas's brother, "Boss" Vito Angelino (4.008 - Boss Vito Sends His Regards).
It would seem that Vito has someone she cares about stashed away.
She used her telekinesis to pop Lucas's head like a pimple and called Boss Vito for further instructions. (4.009 - Scanners)

Apparently, those further instructions involve assassinating the Police Commissioner.
Luckily, or is that UNluckily, one of the local veteran superheroes - Heracles - and his gang of young wards have seemingly anticipated this move and confronted her.
