The schematics were made for Tales of SIG and also show up in Atrocities. Ungol is primarily a trade empire so Liao's secretary is also watching the markets as well bringing up the schematics.

Emperor Liao is an Emperor Ming figure. The Captain Action figure series had costumes with face masks for various franchises and this one is from Flash Gordon. They also did Lone Ranger, Green Hornet and various superheroes, but came and went over ten years ago.

Denizon is a Marvel legends Dr. Doom figure with the giant eye mask. Grimla Zero's aide is a Cyberman from Dr. Who.
