The two people search teams was both a production decision and a story decision. It was just easier to shoot two figures together rather than putting together four figure vignettes.



From a story viewpoint; this ship crew is comprised of pilots and flight personnel. Who would know to use larger teams? There are no security personnel on board. They've never needed them? There is Norwood the SEAL but the production considerations mentioned above overcame whatever objections he'd raise.
