See, Earth is technically a colony owned by a galactic empire, but is so small and unimportant said empire doesn'r care, and us humans haven't noticed.
A rather stupid aristocrat of the empire is fooled into becoming the Governor of Earth, a position without any power, prestige or income. He brings his family - most importantly his two daughters (one adopted, hence a different species) and his robot butler.
