Okay, so…in the fourth Dragon City comic, the mayor mentions a dragon scout getting taken by the government to Area 51. This was by a human not in the know and those that know about the dragon is either not a human contact or can't get her out without arousing suspicion. Anyway, he mentions that this was their first time with modern human, but as we know, that's not true, so I kind of had to retcon his story into just a story an old dragon tells a young dragon, but with a hint of truth to it.

Long story short, that little bitty bit of a story is now resolved.
