For some reason, I think Area 51 would have the highest technology…maybe it's because I based them on the Men in Black. Then again, this Area 51 doesn't get too many aliens considering of the different races in the galaxy, only a handful are actually spacefaring and very few of those actually make it to Earth. 
The most they've ever gotten outside of Jix and Kelelder's daughter's stuff was a dragon (which Dyonus released the last time Jix was at Area 51) and a Tarian ship, which was probably loaded with fake aliens…to screw with the humans' heads. (They're like that.)
