Top page: There are still people who don't know what a teardrop tattoo means–a gang member will get one every time they kill someone.  So it seems our mugger has also been a murderer and is looking to get another tattoo.
 
Bottom page: I liked writing this exchange.  Chaos is just a fun character and he knows Tempore can't do anything to him, so of course he'll play around.  Though I don't know if Tempore's strategy is all that good.  And I keep making him say "damn" despite it always seeming odd for his character.  But I established it as a word in his vocabulary in the first issue, so it's not like I'm going against my own characterization.  But that last panel is poorly drawn, for sure.
