Top page: A flash of light is good to disorient people, but it can be a problem, because others can be susceptible.  Here, the thugs' victim also has been blinded, and the Runner himself was affected, despite covering his eyes.  He's a sea creature and, like a fish, he has no eyelids and has visual abilities designed to help him see in low light (since the deeper the ocean goes, the darker it gets).  But the Runner is not completely blinded, and can use this to his advantage.
 
Bottom page: In true Tempore fashion, he doesn't care that the man fell to his death.  He only said "Oops" before because it was unintentional.  He doesn't care about life, only for preserving order.  Currently his search for Chaos has so blinded him that he forgets that his own actions can be chaotic.
But he's currently in the Hillsfar Mountains and recognizes this.  Dinosaurs all over the place, as well as rival wizards and native tribal people.
