Reactionary much, Fractal?  The character clearly has a problem with authority–because zhe hasn't had to deal with it before.  Remember: Fractal doesn't remember any life where zhe was not a superhero.  Also, growing up in hir world, zhe has little reference for a non-superheroic existance.
 
The cop also mentions that the two claim to have superpowers, because I would feel they think everything the two has done have been able to be explained through science.  Granted, they wouldn't think of any such science, not being scientists, but that's what they believe.
