Ah, hey, his name is the same as this issue's name.  Go figure.  It's almost as if I made the two fit together.
 
Anyways, there is importance in what he says there in panel 3.  Notice he mentions Tempore.  It's an important aspect there.  But that panel is partly him being groggy and not fully able to think of the correct name.  Still, none of it is nonsense.
