If superheroes rounded people up for disturbing the peace, they'd have their hands pretty full.  So it's true that Astral and Sparkle don't really have any cause to do anything to these guys.  Scaring somebody is not a crime in and of itself.  However, these two are still villains, and they will be posing a threat.  But how extreme of one?
