I hope the blurring in the first two panels is obvious. I played with it so much, that I can't tell anymore @_@ Before you ask, yes, those are cops, and yes, that bum's only crime is loitering in a high-dollar district. If you recall from the Naze Nani about the politics of the setting, all cops in Neo York are employed by a private organization, rather than the government. This gives them more adequate funding, but leaves the organization more open to corruption, giving you scenes like this.
