I swear, the hardest thing to come up with (besides the actual backgrounds themselves) are the background characters. You have to make them something more than just faceless blobs (most of the time anyway), but not more interesting in design than the main cast. And after a while, they all start looking the same. And God forbid someone latch onto the character and say, "I want to know more about this one! Put him in more!" I know, because I've made that same mistake…
